Among this year’s awardees, Jonathan Dimson, Senior Partner at McKinsey & Company, is recognized for leading the firm’s European Social, Healthcare, and Public Sector Practices and advising government ministries and agencies on defense readiness, public finance, and sustainability. His work has strengthened institutional performance through digital delivery, analytics, and organizational improvement. Marc Reinhardt, Executive Vice President at Capgemini, is noted for leading the firm’s Global Public Sector business, guiding clients in public administration, defense, and healthcare worldwide, and advancing Germany’s digital transformation through his leadership in national modernization initiatives.

Daniel Wilbricht, President of Optiv + ClearShark, is recognized for leading a cybersecurity and IT solutions firm dedicated to the U.S. federal government. Under his leadership, the company launched SecOps IO—an AI-driven framework for faster threat detection and response—and expanded into the civilian federal sector while strengthening compliance and operational standards across its services.

1. Jonathan Dimson
Firm: McKinsey & Company
Title: Senior Partner

Jonathan is the leader of McKinsey’s European Social, Healthcare, and Public Sector Practices, and leads teams to address strategic, operational, organizational, and financial challenges. Increasingly, this involves building client capabilities in digital delivery and analytics, and accelerating benefits capture.

He works with a wide variety of government departments, ministries, agencies, and private-sector partners to improve the quality of services and deliver better value to the taxpayers, drawing on international experience and insights from the McKinsey Center for Government and from McKinsey’s private-sector work.

Jonathan has particular focus on defense (helping to improve people and equipment readiness), public finance (with a focus on tax, customs, welfare, finance, and public assets), and an increasing role in sustainability, resilience, net zero, and nature based solutions, and is heavily involved in a variety of talent development activities.

Outside his client work, Jonathan publishes research on economics topics in collaboration with the McKinsey Global Institute and leading academics. In a voluntary capacity, he set up Clinic Africa, is a trustee of Foodbank Aid and the Ortho-Geriatrics Research fund, and supports Grief Encounter and World Jewish Relief.

Earlier in his career, Jonathan held leadership roles across several companies, including serving as sales director at Dr Foster, retail director at Quadriga Worldwide, head of strategy and new business at Quadriga, and commercial director at Smallbone of Devizes. He holds an MBA in finance from London Business School, a master’s degree in economics from the London School of Economics and Political Science, and a master’s degree in economics from the University of Cambridge, Trinity College.

2. Steve Kozak

4. Jeff Bankowski

Title: Partner

Jeff Bankowski is a Partner at Guidehouse, a global AI-led professional services firm providing advisory, technology, and managed services to government and commercial clients. The firm supports organizations across healthcare, financial services, energy, and national security sectors, helping them address complex challenges through innovation, efficiency, and resilience. 

Jeff has worked with more than 20 state governments and several of the largest cities and counties in the United States, advising governors and senior officials on grants management, enterprise risk, operational efficiency, and digital transformation.

Earlier in his career, Jeff served as chief performance officer for the State of Michigan and president of Capital for Merchants. Before that, he worked as a business analyst at BP. Jeff holds an MBA in change management consulting from DePaul University and a bachelor’s degree in business administration with a concentration in corporate strategy and finance from the University of Michigan Ross School of Business.

5. Vanessa Godshalk

Title: Senior Managing Director

Vanessa Godshalk is a Senior Managing Director at Accenture and serves as the Civilian Portfolio Lead for Accenture Federal Services (AFS). Accenture is a global professional services firm specializing in digital, cloud, and security solutions, helping clients improve operations and achieve sustainable growth. Within AFS, Vanessa oversees a diverse portfolio that includes agencies such as the Department of Education, Federal Retirement Thrift Investment Board, U.S. Postal Service, Amtrak, GSA, OPM, Treasury, IRS, SEC, FDIC, Interior, and USDA.

6. Alex Hickman

Title: Senior Managing Director

Alex Hickman is a Senior Managing Director at Teneo, based in London, where he leads the firm’s Political and Regulatory team. Teneo is a global advisory firm that provides integrated strategic services in strategic communications, management consulting, financial advisory, and risk management. The firm advises senior executives and large organizations, including Fortune and FTSE 100 companies, helping them navigate complex business, political, and reputational challenges.

7. Kevin Bryant

Title: Managing Director

Kevin Bryant is a Managing Director at Marsh, a leading insurance broker and risk advisor. Marsh provides consulting, brokerage, and claims advocacy services to clients globally and is a subsidiary of Marsh McLennan, a professional services firm specializing in risk, strategy, and people. Leveraging data, technology, and analytics, Marsh helps organizations quantify and manage risk while identifying opportunities for growth. 

As Managing Director, Kevin is responsible for operational, colleague, client, and market excellence within Marsh’s U.S. Public Entity Practice. He works closely with clients to develop tailored risk management solutions that address the evolving needs of the public sector and advance the firm’s commitment to service excellence and innovation.

Kevin’s earlier roles include executive vice president and resident managing director at Aon and leadership roles at Mercer, where he was a principal and business practice leader. He began as a career life agent with MassMutual Financial Group. Kevin holds a bachelor’s degree in political science and government from Furman University.

8. Michael Carrasco
Firm: Alvarez & Marsal
Title: Managing Director

Michael Carrasco is a Managing Director at Alvarez & Marsal (A&M), a global professional services firm that provides business performance improvement, turnaround management, and advisory services to corporate, private equity, and government clients. Based in Houston, Michael is part of A&M’s U.S. Federal Government practice, where he specializes in organizational transformation, complex program management, risk management, investigations, and technology-enabled change. 

With 25 years of experience across the public and private sectors, Michael has advised multiple U.S. and foreign government agencies, including the Departments of Justice, Defense, and State, on national security and operational efficiency initiatives. His work has included leading security assistance programs in regions such as Afghanistan, Iraq, Mexico, and Yemen, as well as technology engagements for institutions including the International Monetary Fund, Inter-American Development Bank, and Federal Aviation Administration.

Michael previously served as managing partner at a global technology consulting firm and held legal and advisory roles with Wilson Elser and Gartner. Earlier in his career, he was a military officer in the United States Air Force. Michael holds a JD from the University of Pittsburgh and a bachelor’s degree in politics and law from the State University of New York at Binghamton.

9. Charles Kozel
Firm: Huron
Title: Managing Director

Charles Kozel is a Managing Director at Huron, a global professional services firm that provides consulting, strategy, and technology solutions to clients across the healthcare, higher education, life sciences, and commercial industries. Headquartered in Chicago, Huron helps organizations accelerate digital transformation, optimize operations, and drive sustainable business growth. 

Backed by nearly two decades of experience, Charles specializes in healthcare operations and revenue cycle management, bringing deep expertise in consolidation, customer service, patient financial services, and information technology for federal health systems. He has led numerous large-scale transformation initiatives, including consolidating revenue cycle functions across multi-state health systems, implementing workflow automation, and driving continuous process improvements that enhance financial performance and patient satisfaction. 

At Huron, Charles has collaborated with cross-functional teams to develop automated technical solutions, lead implementation programs, and deliver measurable operational efficiencies for clients navigating complex organizational change. Earlier in his career, Charles was a revenue cycle consultant at McKesson Provider Technologies, where he worked with healthcare organizations to improve revenue cycle operations and performance. He holds a bachelor’s degree in finance from the University of Georgia and is Six Sigma Green Belt-certified through the Georgia Institute of Technology.

10. Tobias Aebi
Firm: Arthur D. Little
Title: Partner

Tobias Aebi is a Partner at Arthur D. Little, the world’s oldest strategy consulting firm. He is leading the firm’s Middle East and India aerospace, defense and security practice. With more than 13 years of experience in strategy consulting across the Middle East, Europe, Asia, and North America, Tobias has developed strong expertise in advising aerospace, defense and security, and public sector clients on issues related to strategy, transformation and innovation.

Most recently, Tobias has advised clients on establishing a defense think tank, on designing an innovation platform for defense RDI, and on establishing a civil defense company, amongst others. Tobias first joined Arthur D. Little in 2015 as consultant. He earned a master's degree in international management from CEMS - The Global Alliance in Management Education, a master’s degree in finance and CEMS international management from Esade, and a bachelor’s degree in business administration from the University of St.Gallen.

11. Michael Flynn

Title: Global Infrastructure, Transport & Regional Government Leader

Michael is the Global Infrastructure, Transport & Regional Government Leader for Deloitte. In this role he leads the global teams focused on public sector investment in Infrastructure, Transport & Mobility, Regional & Local Government (including cities) and Climate & Environment. He also leads our firm wide Global Infrastructure practice.

Through his global roles, Michael has worked with teams around the world advising public, private and banking sectors on government and infrastructure (including PPP), Real Estate, Project Finance and public and private sector transactions. His roles also involve advising on business case development, value capture, new financing, valuations, financial modelling, refinancing and restructuring of funding positions in corporate and infrastructure projects. He has advised across a variety of sectors including consumer businesses, energy, renewables (wind, biomass, solar, sustainability and storage, education, healthcare, transport, water, waste & energy, regeneration, smart cities and real estate

A recognised industry voice, Michael regularly speaks at prominent global events and forums, including Davos, COP, New York Climate Week, and Smart City Expo World Congress.

12. Marc Reinhardt
Firm: Capgemini
Title: Executive Vice President

As Executive Vice President, Marc Reinhardt heads Capgemini's Global Public Sector and designs strategic topics and initiatives at an international level. His area of responsibility includes customers in the areas of public administration, defense, security, healthcare and social insurance worldwide. He has decades of management experience in consulting, software development and application operations.

Marc has worked primarily in the public sector, initially as an employee of a federal agency and most recently, in addition to his management role, as an advisor to ministries and authorities at federal, state and local levels. He has been President of the D21 Initiative, Germany's largest network for the digital society, consisting of business, politics, science and civil society, since 2023. 

Marc also serves as Chairman of the Federal Working Group on State Modernisation within the Economic Council of the CDU and as Co-Chairman of the Federal Government’s Digital Summit platform on digital government.

13. Horace Blackman

Title: Senior Vice President

Horace Blackman is a Senior Vice President at CGI, where he leads the Defense, Intelligence, and Space Business Unit for CGI Federal, a wholly owned U.S. subsidiary of CGI Inc. Founded in 1976, CGI is one of the world’s largest independent IT and business consulting firms, providing strategic IT and business consulting, systems integration, and managed services to clients across industries. 

Horace first joined CGI in 2020 as senior vice president of consulting services. With over two decades of experience in business and IT leadership, he has worked extensively with government and public sector organizations to deliver mission-critical programs across the defense, intelligence, and federal healthcare sectors. 

Horace previously served as vice president of public sector at Edifecs and earlier as vice president of Mid-Atlantic and government healthcare services at Cognizant. He also held IT leadership roles at the U.S. Department of Veterans Affairs and began his career at AOL as a program manager for interactive marketing. 

He serves as Vice Rector of the George Mason University Board of Visitors and as a board member of 1455 Literary Arts. Horace earned a bachelor’s degree in American studies and English from George Mason University and an MBA in management from the Darden Graduate School of Business at the University of Virginia.

14. Landis Rossi
Firm: CSG Government Solutions Inc.
Title: Senior Principal

Landis Rossi is a Senior Principal at CSG Government Solutions and leads the firm’s Child Support Practice. Under her leadership, CSG has grown into a national leader in management consulting services for state government child support programs, currently supporting IT modernization projects in nine states. Rossi has also been instrumental in CSG’s expansion into new markets, including child welfare, education, and corrections agencies. Over her 25-year career in human services, she has executed strategic initiatives for programs in 17 states, including providing planning, project management, business process reengineering, organizational change management, quality assurance, and independent verification and validation services for the development of federally certified case management IT systems.

Rossi is a hands-on, energetic leader who fully dedicates herself to supporting the complex initiatives of CSG’s clients. She has worked in the public, private, and non-profit sectors for programs including child support, child welfare, juvenile justice, childcare, Medicaid, SNAP, TANF, workforce development, and offender reentry. Before working as a consultant, Rossi held executive-level positions with Easter Seals – Goodwill, Catholic Charities of Idaho and the Idaho Department of Health and Welfare. Her well-rounded background provides her with deep knowledge of human services and benefit programs and a comprehensive range of stakeholder perspectives, which she leverages to support state agencies across the country.

15. Daniel Wilbricht

Title: President

Daniel Wilbricht is the President of Optiv + ClearShark, a cybersecurity and IT solutions firm dedicated to supporting the U.S. federal government. At the forefront of his industry impact is Daniel’s ability to position cybersecurity not just as a technical requirement but as a mission enabler for federal agencies. 

Through his leadership, Optiv + ClearShark launched its SecOps IO solution, a groundbreaking reference architecture that integrates AI-enhanced cybersecurity technologies to accelerate threat detection and response. This initiative not only secured a major government contract but it also set a new industry standard for how multi-vendor, modular solutions can be designed to scale with agencies’ evolving needs.

Additionally, under his leadership, Optiv + ClearShark achieved significant growth in 2024, expanded into the civilian federal space, and introduced co-managed services capabilities. By modernizing operations to be CMMC-ready and prioritizing vendor relationships that align with government security initiatives, Daniel has created a blueprint for compliance and operational readiness.

16. Kam Bhatoa

17. Phillip Woolley
