Health Management Associates (HMA), a Lansing-based healthcare research and consulting firm, has appointed Charles (Chuck) Milligan as its new Chief Executive Officer. Milligan, who has served as the firm's chief operating officer since 2020, will succeed retiring CEO Douglas Elwell on May 17, 2024. With extensive experience in healthcare executive leadership and consulting, Milligan previously held roles such as Medicaid director for New Mexico and Maryland, vice chairman and commissioner at the Medicaid and CHIP Payment and Access Commission (MACPAC), and CEO for UnitedHealthcare's community plan in New Mexico. His diverse background also includes positions in healthcare law and executive leadership at Presbyterian Healthcare Services and The Hilltop Institute at the University of Maryland, Baltimore County.
Under Milligan's leadership, HMA aims to continue its focus on publicly funded healthcare and human services policy, programs, and financing. With over 700 professionals across 30+ offices in the United States, HMA offers a range of consulting services, including analytics, behavioral health, clinical services, public health, and delivery system redesign.
